My fellow « Thoirysiens »,

This year, we finally had a real winter with its advantages and its drawbacks. We should however accept them with philosophy. During this long wintery period, our town workers worked very hard. Day and night, they travelled our 40 km of roads to make sure they were as safe as possible. That is why I personally wanted to thank them.

With the quick growth of our town and the arrival of new residents, we are aware of the new and increased demands. Two years have already passed since the new town council was installed. I felt it was important to give you a brief overview of the many projects that will start in 2010.

1. Town and country planning At the end of 2009, the town council wanted to make some changes to the town planning and thus a procedure was started to officially amend the land use plan (Plan Local d’Urbanisme - PLU) last approved on June 28, 2006. The draft of Modification No2 was reworked : it concerned the planning and regulations as defined by Modification No1 with regards to the urbanization of the zone 1AUTX* of the Grand Pre area (land across from the Holiday Inn hotel).

Modification No3 deals with the partial opening of zone 2AU “Sur le creux” to build public equipments including a sports complex. Thus, a town order initiated the public enquiry legally required for modifications No2 and 3of the PLU. The enquiry took place from December 21st, 2009 to January 25th, 2010. The report of the enquiry officicer and its conclusions were recently given to us. The taskforce in charge of this project will now review the report and its conclusions.

On the same subject, the town council voted to start a total revision of the PLU in its session of March 2nd in compliance with the Pays de Gex land use scheme, new rules to integrate the concept of sustainable development and the promotion of subsidized housing. Residents, local associations and any other interested people will be invited to partner with the town on this project.

2. New and on-going projects Regarding the development of the public infrastructure in the zone “sur le creux”, the servicing work for the lots destined for the sports complex and the dog club will start soon. On April 14th 2010, the company chosen for this project was notified.

Construction will start at the same time in the Salle des Fetes in order to reorganize the lower level of the building to accommodate the stocking of Fetes material (chairs, tables, etc). This project should be completed by the Fall in time for the start of our different town events.

Regarding the roads, repair and maintenance work will start as soon as the weather permits. The administrative procedure for the projects of Rue de la Gare and Pierraz Frettaz is ongoing. Regarding the Vi de Sales and Marterets roads, many public meetings have been organized with local residents. We have now gathered their comments and the design agency in charge of the project is finalizing the first plans. Then, the administrative procedure will follow to contact the relevant companies. In addition to these projects, and in order to make our town more accessible to all, Thoiry has engaged in a procedure to make all its roads and public spaces accessible to people with limited mobility. The work will be prioritized and completed over the next 2 to 3 years.

Regarding the sports complex, there is a contest for the architects and at this point, 3 different architect agencies have been selected by the jury.
